COTTONDALE HOMETOWN REVITALIZATION PROJECT
Grant #M0042 – Total Grant Amount: $1,691,221.46
Project Scope: The City of Cottondale shall utilize funding from Rebuild Florida Hometown Revitalization Program to revitalize its low- and moderate-income commercial corridor along HWY 231. The project includes the acquisition and demolition of several properties and rehabilitation of one commercial property that remains vacant since Hurricane Michael caused significant damage. In addition, the City will make improvement to a public parking lot that was also impacted by the storm.
- Administration & Engineering Contracts executed with DHM Melving Engineering Complete
- Currently the project is in the Environmental Stage. Cottondale will submit a final RAI by June 24th to Florida Commerce for Review.
- Florida Commerce Release of Funds expected August 1, 2024
- Acquire the property in compliance with URA requirements – Beginning September 1, 2024
- Complete design and engineering document needed to procure construction contractual support by December 2024.
- Put construction work associated with the demolition of structures and improvements to downtown area out to bid and enter into a contract with the contractor. Expected January 2025.
- Complete Construction activities and close out by May of 2025.
COTTONDALE POTABLE WATER SYSTEM HARDENING PROJECT
Grant #CDBG MT141 – Total Grant Amount: $1,894,766.00
Project Scope: Construction of a new water well, water treatment plant and interconnecting eight-inch (8″) water main.
- Fred Fox Enterprises Administrative Contract was fully executed: February 12, 2024.
- Contract between Baker Engineering Services and the City of Cottondale was fully executed: July 30, 2023.
- Estimated Date HUD Environmental Review Will Be Submitted to Florida Commerce For Review and Approval: October 15, 2024. Estimated Date Florida Commerce Will Issued a Release of Funds for the Project: December 16, 2024.
- Estimated Date Baker Engineering will be issued a Notice to Proceed with the design of the project: December 20, 2024.
- Projected date design of the project and permitting for the project will be complete: July 1, 2025.
- Plans and specifications will be submitted to Florida Commerce for review and approval
- Projected date the project will be put out for bid: August 15, 2025.
- Projected date bids will be received by the City: October 1, 2025.
- Projected date bid will be awarded by the City: October 15, 2025.
- Florida Commerce approves construction contractor procurement: November 15, 2025.
- Construction contracts are executed, pre-construction meeting is held, and construction Notice to Proceed is issued: December 1, 2025. Contractor commences construction: January 1, 2026.
- Construction is completed: January 15, 2027.
- Grant closeout is prepared and submitted to Florida Commerce: January 24, 2027.

COTTONDALE COMMUNITY CENTER RENOVATION AND EXPANSION PROJECT
Grant CDBG-CV #22CV-S15 – Total Grant Amount: $1,426,659.00
Project Scope: The rehabilitation will include expansion of the west side of the building to provide additional space for these activities, installation of necessary handicap accessibility, renovation of the restrooms and ensuring they are handicap accessible, replacing the existing roof and installation of a new HVAC system. The CDBG-CV assistance will additionally be utilized to acquire a small parcel of property adjacent to the Community Center on the west side of the center to allow for the expansion and to accommodate the development of a handicap accessible parking lot to serve the facility.
