Recognizing this, Congress appropriated, and the U.S. Department of Housing and Urban Development (HUD) allocated funding to support long-term recovery efforts following Hurricane Michael through Florida Commerce’s (FC) Community Development Block Grant Disaster Recovery (CDBG-DR) Program.

Caney Stormwater Pond Drainage Project

The City of Cottondale has been awarded Four Million Three Hundred Forty-Seven Thousand Three Hundred Fifty-One Dollars and Zero Cents ($4,347,351.00) in CDBG-DR funds for the Caney Pond Drainage project. Many of the residential properties and streets in the Caney Pond Drainage Basin Service Area flooded during Hurricane Michael due to inadequate storm drainage in the area. The flooding of Caney Pond has resulted in roads being impassable and citizens not being able to return to or leave their homes. This has started to occur even in minor rain events. Without these improvements
these events will continue to hinder the lives of citizens within the service area.

The project includes:
1. Expanding the capacity of the Caney Stormwater Pond by deepening the pond.
2. The installation of stormwater piping to carry the stormwater collected in the Caney Stormwater
Pond Drainage Basin into Caney Pond.
3. The expansion of a discharge channel to carry the excess stormwater from Caney Pond into the
DOT Stormwater Collection System along Highway 231.

The specific location of this project will be: The Caney Pond basin, which is surrounded by Broad Street to the north, Elliot Drive to the east, Gilbert Lane to the south and Caney Landing Road to the west.

Hometown Revitalization Project

The City of Cottondale was awarded a nearly $1.7 million CDBG-DR grant from the FloridaCommerce to revitalize the commercial corridor along Highway 231 that runs through the center of the community. The proposed scope of work includes:

  • Proposed acquisition and demolition of two shopping plazas built in the 1930s that stand vacant and beyond repair.
  • Proposed acquisition and demolition of a commercially zoned property that includes an old fruit stand and significantly damaged house.
  • Proposed acquisition and rehabilitation of a former restaurant facility that has been vacant since Hurricane Michael.
  • The repair and resurfacing of a public parking lot in Downtown Cottondale.

Northwest Sanitary Sewer Project

The City of Cottondale has been awarded One Million Four Hundred Ninety-Nine Two Hundred and Twenty-Eight Dollars and Zero Cents ($1,499,228.00) for the Northwest Sanitary Sewer Lines Project. During Hurricane Michael, the system’s sewer lines and manholes suffered direct damage and in combination with their age, resulted in severe inflow and infiltration. The large amount of rainfall saturated the ground surrounding these pipes resulting in joint damage and lining degradation, causing sand and debris to leak into the system and wastewater/sewage to leak out. One lift station in the area was forced to far exceed its pumping capacity, due to the excessive rainfall and presence of sand and other debris, and now has been prematurely worn out.

The City of Cottondale intends to replace sewer lines, replace sanitary sewer manholes, line and rehabilitate sanitary sewer lines, line sanitary manhole covers, and replace paving. The City will also begin and finish rehabilitation on the damaged lift station and harden the 79.17% Low-Moderate Income service area surrounding the station by installing a new emergency electrical generator. This Community Development Block Grant will be the sole source of funding.

Southeast Sanitary Sewer Project

The City of Cottondale has been awarded Eight Hundred Ninety-Five Thousand Four Hundred Fourteen Dollars and Zero Cents ($895,414.00) for the Southeast Sanitary Sewer Lines Project. During Hurricane Michael, the system’s sewer lines and manholes suffered direct damage and in combination with their age, resulted in severe inflow and infiltration. The large amount of rainfall saturated the ground surrounding these pipes resulting in joint damage and lining degradation, causing sand and debris to leak into the system and wastewater/sewage to leak out.
