In April 2018, the U.S. Department of Housing and Urban Development (HUD) announced the State of Florida, Florida Commerce (FC) would receive funding to support long-term mitigation efforts following declared disasters in 2016 and 2017 through HUD’s Community Development Block Grant Mitigation (CDBG-MIT) program. Awards were distributed on a competitive basis targeting HUD designated Most Impacted and Distressed (MID) Areas, primarily addressing the Benefits to Low-to-Moderate Income (LMI) National Objective.
This award has been granted under the General Infrastructure Program. Projects eligible for funding under this program must be from units of general local government (UGLF) including towns, cities, counties, and villages. Eligible activities include projects that demonstrably increase community resilience. The following types of infrastructure projects are encouraged:
- Restoration of critical infrastructure
- Renourishment of protective costal dune systems and state beaches

Building or fortifying buildings that are essential to the health, safety, and welfare of a community
- Rehabilitation or construction of stormwater management systems
- Improvements to drainage facilities
- Reconstruction of lift stations and sewage treatment plants
- Road repair and improvement and bridge strengthening

Potable Water System Hardening and Resiliency Project – Water Well

The City of Cottondale has been awarded One Million Eight Hundred Ninety-Four Thousand Seven Hundred Sixty-Six Dollars and Zero Cents ($1,894,766.00) in CDBG-MIT funds for the installation of a new 320-foot-deep Potable Water Well as well as associated chlorination equipment, valves, screens, well house and electrical service and components. This project will also include the installation of 4,100 linear feet of eight-inch water main connecting the new well to the potable water system. This water main installation would include 120 feet of directional boring, four fire hydrants, four gate valves and costs for connecting the new well to the City’s potable water system. Furthermore, the City will purchase and install a new emergency electrical generator at the proposed new City’s Potable Water Well #4 and a SCADA control system to allow the City’s public works staff to operate and adjust the water system’s operations from a safe location.
The proposed new well will operate as the primary potable water source for the City’s Potable Water System.

The City of Cottondale has been awarded One Million Three Hundred Ninety-Two Thousand Three Hundred Fifty Dollars and Zero Cents ($1,392,350.00) of CDBG-MIT funds for the addition of hardened space for their Police Department, designed completely as a safe room. The project would include building a new hardened structure connected to the Fire Department building on land currently owned by the city and adjacent to City Hall.
The project meets the national objective of being a 51% LMI, as the need for a hardened space is vital for a more effective and crucial response during storm related emergencies as demonstrated by Hurricane Michael.
The City will leverage $5,000 of local funds as well as $56,000 of Federal CDBG-DR Hometown Revitalization funds towards the construction activities.
